HIDROLOGIA APLICADA AL DISE\u00d1O DE PROYECTOS DE INFRAESTRUCTURA EN EL MARCO DE LA TRAMITACI\u00d3N DE PERMISOS AMBIENTALES SECTORIALES<\/strong><\/p>\n

Los extensos tiempos asociados a la evaluaci\u00f3n y aprobaci\u00f3n de proyectos en Chile, especialmente en lo relativo a tramitaci\u00f3n de permisos ambientales sectoriales, han motivado una creciente discusi\u00f3n p\u00fablica, t\u00e9cnica y legislativa en torno a la necesidad de modernizar la gesti\u00f3n de permisos y contar con herramientas m\u00e1s eficientes en etapas tempranas de dise\u00f1o. En este contexto, se presentan los resultados de un an\u00e1lisis hidrol\u00f3gico e hidr\u00e1ulico aplicado a 966 cuencas menores interceptadas por el trazado de la L\u00ednea de Transmisi\u00f3n El\u00e9ctrica HVDC Kimal \u2013 Lo Aguirre. Los an\u00e1lisis se basan en metodolog\u00edas convencionales, pero sistematizadas para su aplicaci\u00f3n masiva, permitiendo estimar caudales de dise\u00f1o y altura de escurrimiento de forma homog\u00e9nea y trazable. A partir de estos resultados, se identifican relaciones emp\u00edricas \u00fatiles entre par\u00e1metros geomorfol\u00f3gicos, caudales y profundidades, lo que permitir\u00eda \u2013 en ciertas condiciones- realizar una evaluaci\u00f3n preliminar de la afectaci\u00f3n por cauces naturales sin requerir estudios individualizados para cada obra del proyecto. Se plantea as\u00ed una herramienta pr\u00e1ctica que, aplicada en etapas tempranas, permitir\u00eda orientar estrat\u00e9gicamente el dise\u00f1o del proyecto para minimizar o evitar la afectaci\u00f3n por cauces naturales y, con ello, reducir los tiempos asociados a su tramitaci\u00f3n ambiental y sectorial.<\/p>\n
